There will be 32 teams participating in the finals.  The group stage is divided into eight groups by drawing lots. FIFA first divides the participating teams into four levels. The first level is the seeded team, including the host country and the seven highest-scoring teams. The score is based on an equation in which FIFA World Rankings and recent World Cup results account for a certain proportion.
